Transferring credits in West Virginia

The Higher Education Policy Commission and the Community & Technical College Council pay the eligible institution directly for the tuition and academic fees incurred by eligible students, so an approved LevelUpWV pathway course is free to the family. The statute covers tuition and academic fees only and is silent on textbooks. Scope is narrow: the waiver applies only to approved career-pathway dual credit courses (health professions, IT, STEM, education, advanced manufacturing, welding/fabrication, construction, agriculture, and other Commerce-designated workforce needs) at WV public institutions, and only while the four-year pilot is funded by appropriation. Developmental education, physical education and recreation/leisure courses are excluded by statute.

Who can enroll. Any secondary school student — including homeschool, charter school, microschool, learning pod and private school students — who meets the minimum criteria set by the state school board and the Commission or Council. LevelUpWV program materials say participants are normally in their junior and senior years unless the approved pathway starts earlier. Eligible institutions are West Virginia state institutions of higher education (public community and technical colleges and four-year institutions) with an approved pathway MOU.
