Transferring credits in Virginia

Beginning with fall 2025 course registration, comprehensive community colleges, the Online Virginia Network Authority and local school boards may not charge a qualified high school student tuition or fees for CCRV Program courses, and each school board must offer enough courses at each high school to complete the Passport (15 credits) and Uniform Certificate of General Studies (30 credits) pathways at no cost to the student. Funding flows through the College and Career Ready Virginia Fund. The statute is silent on textbooks. Dual enrollment courses OUTSIDE the CCRV Passport/UCGS pathways are not covered by this no-charge rule and remain subject to locally negotiated tuition between the school division and the college.

Who can enroll. Open to 'qualified high school students' in Virginia public school divisions; the specific eligibility and admission requirements are set jointly by the Virginia Department of Education and the Virginia Community College System under § 22.1-237.4(3), which directs them to build on 8 VAC 20-132-140 and VCCS Policy Manual 6.6.3 rather than fixing a grade level or GPA in statute. Courses are delivered at the high school by comprehensive community colleges (or virtually by the Online Virginia Network Authority) and the credits must transfer to every Virginia public institution of higher education.
