Transferring credits in Utah

USHE's 2025-26 Concurrent Enrollment Handbook states colleges and universities are currently charging $5 per credit hour of concurrent enrollment credit, so a typical 3-credit course costs the family about $15. Law/Board policy R765-165 allows up to $30 per credit hour, capped at $5 for students on free/reduced-price lunch, $10 if the course is taught by a high school teacher, and $15 if taught by college faculty over video conferencing. Textbooks, consumables and lab fees are separate and are subject to the LEA fee-waiver process; CE tuition itself is not fee-waivable, though LEAs must pay CE fees for students experiencing socioeconomic disadvantage.

Who can enroll. Public school students in grades 9-12 who have parent/guardian and high school approval, meet course prerequisites, and show readiness via GPA, ACT or placement score (generally a B average or ACT 22+); math courses require a C average or better in Secondary Math I, II and III. Criteria vary by institution and department. Applies to courses delivered by Utah System of Higher Education institutions under contract with a Utah LEA (contractual-basis CE is the state-funded form).
