Transferring credits in Texas

For a FAST-eligible student at a participating institution the dual credit course is free: no tuition, no fees, and books/supplies/course materials must also be provided at no cost. The state reimburses the institution at the THECB-adopted FAST tuition rate ($58.52 per semester credit hour for FY2026, $60.10 for FY2027). Students who are NOT FAST-eligible still pay tuition, but a participating institution may not charge them more than the FAST rate per credit, and may charge them separately for fees, books and supplies.

Who can enroll. The student must be enrolled in an eligible dual credit course at a Texas public school district or charter school, take it from a public institution of higher education that has OPTED IN to FAST, and be 'educationally disadvantaged' (eligible for the national free/reduced-price lunch program) in the year of enrollment or in any of the four prior school years. Participation is optional for institutions, so the benefit is not available at every Texas public college; private institutions are not covered.
