Transferring credits in Oregon

Under ORS 340.050(3) a post-secondary institution that has been paid for an Expanded Options student under ORS 340.045 may not charge that student for tuition, fees or other required instructional costs — so the student's out-of-pocket tuition is $0, with the resident school district's State School Fund grant covering the instructional cost. Textbooks, fees, equipment and materials the student buys are reimbursable by the resident school district on application (and then belong to the district). Scope warning: this free-to-student guarantee covers ONLY the Expanded Options Program; Oregon's much larger 'dual credit'/'College Credit Now' partnerships run directly between a high school and a community college are NOT priced by statute and each college sets its own per-credit charge (often a reduced or waived rate, but sometimes a real fee).

Who can enroll. An eligible student must be enrolled in an Oregon public school, be at least 16 at the time of enrollment, and be in grade 11 or 12 (or, if not in grade 11 or 12, meet the alternative criteria in ORS 340.005(6)). Eligible institutions are limited to Oregon community colleges, the public universities listed in ORS 352.002, and OHSU; the course must be nonsectarian and must not duplicate a course offered at the student's resident school. ORS 340.080 caps program credit hours per high school (330 quarter hours per 1,000 students per year) and requires priority for at-risk students, and ORS 340.080(5) excludes courses taken in addition to full-time high school enrollment.
