Ohio has no statewide credit-transfer guarantee, so transfer is decided school by school. Confirm with the receiving college before relying on any credit - GAO found students lose about 37% of credits transferring between public institutions, which is the assumption our savings estimate uses.

College Credit Plus (CCP)

At an Ohio PUBLIC college the student pays nothing at all: ORC 3365.07(A)(3) bars charging the participant for tuition, textbooks or any other fee, with the Department of Education and Workforce paying the college and the student's own secondary school paying for textbooks. The zero-cost guarantee is scoped to public colleges — a public-school participant attending a PRIVATE or eligible out-of-state college may be charged under a school/college agreement, capped at the difference between the statutory 'maximum per participant charge amount' and the 'default floor amount', and capped in total at $125 (course taught at the high school by college faculty) or $100 (taught at the high school by a credentialed high school teacher). Economically disadvantaged participants, and low-income nonpublic-school participants on an EdChoice/Cleveland scholarship, may not be charged at all.
Who can enroll. Under ORC 3365.02 and 3365.03 (as amended by SB 104, effective February 25, 2025) participation is open to Ohio-resident students in their ninth, tenth, eleventh or twelfth grade year at a public, nonpublic or nonchartered nonpublic secondary school, and to home-educated students of equivalent grade level; courses must be nonsectarian and nonremedial and the student must meet the chancellor's college-ready/remediation-free eligibility criteria. All public secondary schools and ALL Ohio public colleges (14 universities plus branch campuses and 23 community colleges) are required to participate; nonpublic secondary schools and private colleges participate only if they choose to.

The rules, in brief
- Open to Ohio students in grades 7-12: public, private, and home-schooled.
- Students apply to and must be admitted by a participating college and meet a college-ready (remediation-free) standard.
- Public-school students pay nothing at Ohio public colleges; private-school and home-school families apply through the state Funding Application.
- Up to 30 college credit hours are funded per school year, reduced when high-school-only courses are taken.
- A student may participate only one year as a 12th grader.
- Public-school students declare intent to their school by April 1 for the full year (November 1 for a spring-only start).
- For 2026-2027, the private and home-school Funding Application window runs February 1 to April 1, closing April 1, 2026.
