Transferring credits in Minnesota

The state reimburses the postsecondary institution directly (subd. 13), and subd. 19 forbids that institution from charging the pupil for fees, textbooks, materials, support services or other necessary costs of the course. Textbooks and equipment paid for this way remain the property of the postsecondary institution and must be returned (subd. 20); only equipment the pupil buys and keeps is an out-of-pocket cost. Transportation is generally the family's responsibility, though low-income families may seek district reimbursement under subd. 22.

Who can enroll. An 11th or 12th grade pupil enrolled in a Minnesota school district, charter school, or American Indian-controlled Tribal contract or grant school may apply (10th graders for career/technical courses under subd. 5a, and 9th/10th graders only under the narrow conditions of subd. 5b). Eligible institutions are Minnesota public postsecondary institutions plus certain Minnesota private nonprofit two-year trade/technical schools, accredited opportunities industrialization centers, and private residential two- or four-year liberal arts degree-granting colleges; only nonsectarian courses qualify. Total participation is capped by grade of entry (e.g. a student first enrolling in grade 11 gets the equivalent of two academic years).
