Transferring credits in Florida

Florida statute exempts eligible dual enrollment students from registration, tuition, and laboratory fees, and requires that instructional materials assigned in dual enrollment courses be provided free of charge; the postsecondary institution may not bill the student for instructional materials reimbursable under s. 1009.30. The cost is borne by the school district / state reimbursement, not the family. Incidental costs the statute does not waive (e.g., transportation to campus, some non-course fees at private participating institutions) can still fall on the family.

Who can enroll. An eligible secondary student is one enrolled in grades 6 through 12 in a Florida public school or a compliant Florida private school (home education students qualify under a separate subsection). Initial enrollment in college-credit dual enrollment requires a 3.0 unweighted high school GPA plus a demonstrated college-level communication and computation score under s. 1008.30; career certificate dual enrollment requires a 2.0 unweighted GPA. The fee exemption applies to students enrolled through articulation agreements with Florida public postsecondary institutions (Florida College System institutions, state universities, career centers) and participating eligible independent institutions.
