Transferring credits in Delaware

Delaware has NO statewide free-tuition dual enrollment program and no statewide per-credit price. The Department of Education regulation only requires every district and charter to adopt a local policy that identifies funding sources and waivers and that bars denying a student access because of inability to pay; it sets no dollar figure. In practice the price is set by the college and the local district: Delaware Tech (the largest provider) advertises only 'a discounted rate' and states that a high school or district may cover a portion of tuition and fees, and some districts also cover textbooks. No verified statewide dollar amount exists, so cost fields are null.

Who can enroll. No statewide grade/GPA rule. Eligibility and participation requirements are set in the articulation agreement between the district/charter and the accredited postsecondary institution and must be based on multiple indicators of readiness (tests, course grades, teacher recommendations, or portfolios), and all eligible students must be given access. The regulation covers all Delaware public school districts and secondary charter schools partnering with any accredited in-state or out-of-state postsecondary institution; at Delaware Tech specifically it is limited to juniors and seniors who meet placement (about a 3.0 GPA, test scores, and/or prior coursework).
