For Maryland public school students, county-approved dual enrollment courses taken in the fall and spring are free — the local school system pays the college and the college waives the balance, per the Blueprint for Maryland's Future and Md. Code, Education Sec. 18-14A-04. The scope is narrow: coverage is capped at four county-approved courses per year (since Fall 2024), and students pay for any additional courses, any repeat course, and any summer or winter course (community colleges typically apply only a 25% discount there). Homeschool, private-school and out-of-county students generally receive a 25% discount rather than free tuition. Books and course materials are not stated as covered.
Who can enroll. Maryland public high school students whose county school system has approved the course; several systems limit paid coverage to students who have met the state College and Career Readiness (CCR) standard or who participate in the Free and Reduced Meals (FARM) program, and some cap it at two classes per semester. Statutorily, a Maryland public institution of higher education may not charge tuition directly to a dually enrolled student; the county board pays 75% of tuition (or, for a community college, the lesser of 75% of tuition or 5% of the per-pupil foundation amount) for up to four courses, and must waive any student fee for FARM-eligible students.
