Tuition and general fees are waived by the participating public college, university or tribal college, so the family pays $0 tuition. The high school (LEA) is required by state rule (NMAC 6.30.7) to purchase textbooks and most course supplies, so books are $0 to the family. What is NOT covered: special course fees (lab, materials, kit fees) and transportation to a college campus, which the statute and HED page place on the student and family.
Who can enroll. All New Mexico students who have not yet received a high school diploma or GED are eligible, including public, private, homeschool and BIE-funded students; the student must be enrolled at the high school in one-half or more of the minimum course requirements approved by the NM Public Education Department (or, at a BIE-funded school, receiving at least three documented contact hours per day), and must meet the additional eligibility rules set by the high school and by the college. The tuition waiver covers accredited NEW MEXICO PUBLIC colleges and universities and some tribal colleges that have a dual credit Master Agreement with the high school - it does not cover private colleges or out-of-state institutions, and it does not cover 'concurrent enrollment' courses the student pays for on their own. Remedial/developmental courses and PE activity classes cannot be taken for dual credit.
